Manhattan Institute study on construction costs and housing affordability in NYC

The Manhattan Institute recently released a report on Construction Costs and Housing Affordability in NYC. Among its recommendations to keep construction costs under control was to "preserve the use of non-union labor in the construction of affordable housing."
